Correct answer: (C) 23% decrease
Let the original price be 100. After a 10% increase it becomes 110. A 30% decrease on 110 gives 110 × 70 ÷ 100 = 77. The net change is 77 − 100 = -23, i.e. 23% decrease.
Shortcut: Net % change = a − b − ab/100 = 10 − 30 − 3 = -23%.
